Digilocker and M-Parivahan- Carry your Vehicle Documents Digitally

Two wheelers and Cars have become our preferred mode of transportation, be it for work or for personal trips. As per Indian Motors Acts 1988 and recently passed Motor Vehicle Amendment Act 2019, we need to carry documents including driving license , Pollution Under Control Certificate (PUC), Registration Certificate (RC) at all times, however due to hectic schedules, we could forget to carry them and may end up paying hefty fines. This can avoided with the help of Digilocker and M-Parivahan where you can store your travel documents online on this apps and show them to authorities when demanded.

The introduction of Insurance Repository system by Insurance Development Authority of India (IRDAI) has ushered in the much-needed adoption of paperless transaction in the insurance industry in India, with purchase, renewal of insurance policies and even claims settlement being done online. Digilocker and M-Parivahan are two applications which have helped the motorists to store their motor insurance and vehicle registration documents online thereby reducing the need of motorists of carrying physical documents every time.

Digilocker is an online platform from Government of India under its Digital India initiative, coming under of purview of Ministry of Electronics and Information Technology which provides every member with an account on its cloud platform to access documents like driving license, vehicle registration and academic mark sheets from original issuers of these certificates.

M-Parivahan is a mobile app from Road Transport and Highways Ministry which provides access to the citizen to various information like services and utilities related to the transport sector and also provide complete details related to the vehicle owner name, registration date, registering authority; make model, fuel type, vehicle age, vehicle type, insurance validity.

As per Motor Insurance Act 1988, the motorists have to produce documents which include driving license or certificate of registration to the authority on demand, therefore all the motorists had to carry physical driving license or certificate of registration documents at all times while driving, but recently a circular has been issued by Ministry of Road Transport and Highways (MoRTH) to the states directing them to accept the documents including driving license or certificate of registration in electronic form presented through Digilocker and M-Parivahan platforms. The electronic records on the Digilocker and M-Parivahan platforms are deemed to legally recognized on par with the physical documents under the Information Technology Act 2000.

The presence of the documents in electronic forms has helped the law enforcement authorities in validating the genuineness of the documents thereby helping them in better compliance and monitoring. Data concerning new vehicle insurance or the renewal is uploaded by Insurance Information Board (IIB) on the VAAHAN database.

As per the provisions under recently enacted Motors Vehicles (Amendment) Bill 2019, heavy penalties can be implemented on motorists driving without a license and on motorists driving without motor insurance. Motorists driving without a license could now have to pay Rs 5,000 as fine and/or do community service and for motorists driving without motor insurance Rs2,000 as fine and/or imprisonment up to 3 months and on subsequent offence would have to pay Rs 4,000 as fine and/or imprisonment up to 3 months. With Digilocker and M-Parivahan, the motorists would be able to carry their license and registration documents at all times and would be able to show them when asked by authorities.

Paperless Insurance has given policyholders a better experience while purchasing and/or renewing their insurance policies. The convenience of being able to buy/ renew policies online without the hassle of paperwork has streamlined the whole process.
