What is RTO?

Lucknow is the capital of Uttar Pradesh and has very dense traffic. RTO Lucknow, formed under the provisions of the Indian Motor Vehicles Act of 1988, controls the traffic movement in the city. RTO Lucknow carries out the regulatory and enforcement functions as per the Motor Vehicle Act and ensures quality transport facilities to the masses. RTOs in Lucknow operates under the supervision of the Transport Commissioner to carry out various responsibilities related to transport in the city. The main functions of RTO Lucknow are issuing driving licences, handling the collection of vehicle excise duty (also called road fund licence or road tax) and dealing in sales of personalised registrations. Other functions include clearing vehicles of pollution tests and inspecting the vehicle's motor insurance policy.

How to Register Vehicles at RTO Lucknow, Uttar Pradesh

    You can register your vehicle at RTO Lucknow both offline by visiting the local RTO or online through the official website of RTO Lucknow. You also can register your new vehicle with RTO Lucknow through your vehicle's dealer. In all three processes, you must submit relevant documents along with the application form and pay registration fees. Here are the steps to register your vehicle by visiting the local RTO: 

    • Download the application Form 20 online from the official website of RTO Lucknow or collect it from the local RTO

    • Visit your local RTO with your vehicle and submit the duly filled application form along with other required documents

    • The documents submitted by you would be scrutinized by RTO superintended

    • Pay the registration fee for your vehicle along with a tax on the RTO’s cash counter

    • Before approving the registration certificate, the motor vehicle inspector with inspect your vehicle

    • The RTO office would then enter the details of the vehicle in its central database to be verified by the RTO superintendent

    • Your registration will be completed and approved by the officer of Assistant Regional Transport

    • The smart card process would be initiated, and the smart card would be delivered to you at your registered address

List of documents required for Vehicle Registration at Lucknow RTO

    Before arranging the following documents for successful vehicle registration at RTO Lucknow, buy a motor insurance policy for your vehicle. A copy of your vehicle’s insurance policy is necessary before going for registration.
    The documents required for vehicle registration are as follows:

    Application Form-20 (if the vehicle is with hypothecation, a copy of the form is required)

    Form 21 Declaration of sale.

    Form-60/61 from the Income Tax Department or GIR or Pan card.

    Declaration of roadworthiness and Pollution Under Control (PUC) authentication in Form-22 obtained from the producer/merchant of the vehicle.

    A Notary, Executive, or First Class Judicial Magistrate verified testimony.

    • Proof of Address

    • As per the Supreme Court's order, it is now mandatory for people buying a car to purchase a third party car insurance with a three-year policy tenure. On the other hand, a 5-year third party bike insurance policy is compulsory for new two-wheeler registration. However, suppose a bike owner opts for a comprehensive two wheeler insurance policy, we offer package cover with one year of own damage and five years of third party cover. If a person opts for a comprehensive car insurance policy for a private car, we offer a bundled policy of one year of own damage and three years of third-party cover.

Functions of Lucknow RTO

RTO Lucknow’s primary function is to ensure that the public strictly follows the laws and regulations prescribed under the Motor Vehicles Act of 1988. In addition, RTO Lucknow has the significant function of enforcing the Motor Vehicles Act. RTOs are responsible in the city's smooth transportation and other traffic-related services. It ensures that every vehicle plying on the roads of Lucknow is registered with it and every driver driving the vehicle has obtained a valid driving licence. RTO Lucknow also provides other functions, which are listed as follows:

Issuing Driving Licence
RTO Lucknow is responsible for issuing driving licenses in the city. It takes control of conducting the tests required to get a driving licence. On passing those tests, owners get the applied license. The renewing of a driving licence also falls under RTO Lucknow. RTO Lucknow also issues international driving license permits, duplicate conductor's licenses and renews conductor's licenses if owners need to change the address in their driving licence or conductor's license, which also falls under RTO Lucknow.

Issuing Registration Certificates
Vehicle Registration Certificates management is another primary function of RTO Lucknow. The Lucknow RTO provides temporary and permanent registration of vehicles and renewal of registration certificates. It also controls the approval of vehicles carrying hazardous goods. RTO Lucknow also issues hiring certificates and revives vehicle registration. It also helps transfer vehicle ownership from one person to another or update addresses in the registration certificates.

RTO provides driving permits to public transport drivers and issues and renews all driving permits. In addition, RTO Lucknow grants permit for carriages in the city, like auto-rickshaw, tourist motor cab and other contact carriages. RTO conducts scrutiny of vehicles at necessary checkpoints to ensure compliance with the safety norms on roads. RTO checks the validity of the PUC (Pollution under Control) certificate, valid driving license and valid insurance certificates. It also inspects accidental vehicles to ensure they can apply on the road again.

RTOs are the hub of details of vehicles and the drivers of the vehicles plying on the roads of Mumbai. It also maintains all the databases related to the registered vehicles, which are transferred to another state and renewal of registered vehicles. 300 rupees for each month or portion of a month for motorbike changes and
500 rupees for all other vehicle changes.

Frequently Asked Questions on RTO Lucknow

Visit http://uptransport.upsdc.gov.in/en-us/ and go to the driving licence option. You'll find the driving licence form, download it, and take a printout. You will then have to fill out the form and deposit it along with all the other required documents to the RTO. Get a slot for a driving test, and you'll get your driving licence after passing that test.
In UP, the fee for issuing a driving licence is Rs.200, and the cost for issuing an international driving licence is Rs. 1000.
After completing the form and submitting the documents online, getting the license doesn't take long. Once the UP government approves the documents, the driving licence is issued on the same day.
The owners may renew their vehicle's registration certificate online by visiting the Land Transport Office (LTO) site.
If you are late by a few months and not a year, the penalty fee is 50% of the MVUC.
