What is RTO?

Maharashtra, located in the western peninsular region of India, is the second most populous state in the country. It is also one of the most urbanised and industrialised state in India. Speaking about Regional Transport Offices (RTO), there are nearly 50 in the state. MH RTO stands for Maharashtra RTO, and it is responsible for monitoring activities related to the registration of vehicles, issuance of driving licenses, tourist permits, etc. The Maharashtra Commissioner of Transport leads Maharashtra RTO. It oversees the implementation of the rules of the Motor Vehicles Act in the state of Maharashtra.

The motor vehicle department of Maharashtra has launched a website to provide online services to the public for quick and easy assistance. You can also call on toll-free number 1800 120 8040, available 24*7 to contact the RTO for any help or queries related to RTO-related information or any other data. Maharashtra RTO provides various services and facilities both online and offline to the public of Maharashtra ensuring smooth plying of vehicles on the road.

How to Register Vehicles at RTO Maharashtra?

    RTO registration can be done in two ways - by self or through a dealer. It can be done by the dealer of the car on your behalf. You can also register your vehicle with RTO yourself by visiting the local RTO. Moreover, the procedure of registration differs for private vehicles and commercial vehicles. To register vehicles at RTO Maharashtra yourself follow the steps stated below:

    • Visit the office of the local Regional Transport Department with your new vehicle that you want to register

    • Duly fill and sign Form 20 which is the form for application for new vehicle registration and submit the form with other relevant documents

    • RTO Superintendent would scrutinize and inspect the document

    • Then pay the required registration fees and tax on the cash counter

    • The inspector of the motor vehicle would inspect your vehicle before providing the registration certificate

    • The respective RTO office would enter the data of the vehicle in the central database which would be verified by the superintendent of the RTO

    • The registration would be done and approved by the Assistant Regional Transport Officer

    • The RTO office would then initiate the smart card process and deliver it to the applicant at the mailing address by post.

List of documents required for Vehicle Registration at RTO Maharashtra

    Here is the list of the documents required for the registration of your vehicle at Maharashtra RTO:

    • Form 20: form for registration of the new vehicle

    • Form 21 Sales certificate

    • Form 22A, or the road witness certificate of the manufacture of the vehicle

    • Form 60 or PAN card of the vehicle owner

    • Form 28 Financer’s no-objection certificate in case of vehicle purchased on loan

    • As per the Supreme Court's order, it is now mandatory for people buying a car to purchase a third party car insurance with a three-year policy tenure. On the other hand, a 5-year third party bike insurance policy is compulsory for new two-wheeler registration. However, suppose a bike owner opts for a comprehensive two wheeler insurance policy, we offer package cover with one year of own damage and five years of third party cover. If a person opts for a comprehensive car insurance policy for a private car, we offer a bundled policy of one year of own damage and three years of third-party cover.

    • Resident proof of the owner and passport-sized photographs

    • Customs bills for imported vehicles

    • Purchased invoice of the vehicle

    • Passport size photographs of the applicant

    • TCR and TCA forms for vehicles purchased for commercial purposes

    Payment of application fees

    Proof of payment of entry tax for vehicles purchase outside Maharashtra.

     

Functions of Maharashtra RTO

The primary function of RTO is to make sure that the public strictly follows the laws and regulations prescribed under the Motor Vehicles Act, 1988. RTO Maharashtra has the major function of enforcing the Motor Vehicles Act and Maharashtra Motor Vehicle Rules. It also provides other functions which are listed as follows:

Vehicle Services
RTO Maharashtra oversees all the vehicle-related functions and operations in Maharashtra. It issues temporary registration numbers, permanent registration certificates, transfer of ownership of the vehicle, change of details in registration certificate such as an address, state, and name, and issuing duplicate registration certificates, among other services. Maharashtra RTO also provides services of recording any hypothecation or lease or higher purchase agreements if the vehicle is purchased on loan. It also provides various certificates, such as a no-objection certificate for transferring the vehicle from one state to another and a fitness certificate stating that the vehicle is eligible to ply on the roads of Maharashtra and meets all the norms under Pollution Control.

Issuance of Permits
If your vehicle is registered in one state and you want to take your vehicle to another state or union territory for a short period without transferring your vehicle registration, you can apply for a permit with a Maharashtra RTO. It can issue national permits for commercial vehicles which carry goods from one state to another within India. The commercial vehicles also require permits from RTO for carrying the goods from one place to another within a state. RTO Maharashtra also provides permits for school and chartered buses and other passenger-carrying vehicles such as rental cabs, taxis, auto-rickshaws, e-rickshaws, etc. It also issues all-India tourist permits and other temporary permits.

Issues Driving License
Maharashtra RTO issues driving licences to eligible owners and drivers. It can issue and renew various types of licenses and permits such as learners’ licence, permanent and temporary driving licence and duplicate driving licence, if lost or stolen. It also conduct a driving test before issuing the driving licence to ensure that the person is eligible to drive the vehicle on road and does not pose risk to the public. RTO also has the authority to issue licenses to applicants for other purposes such as driving school, professional coaching and commercial vehicle conductors.

Maintenance of Database
of Vehicles
MH RTO maintains the database of the vehicles registered with them along with the details of the owner. It also maintains all the details of the transfer of registration to other states and the renewal of certificates and licenses.

Collection of Road Tax
Maharashtra RTO is responsible to collect road tax which is a significant source of revenue for the government to maintain the necessary infrastructure for the public. It also collects certain fees such as Inspector Motor Vehicle fees for conducting any department’s action cases.

Conducting Scrutiny of Vehicle
at the Check-points
MH RTO conducts scrutiny of vehicles at necessary checkpoints to ensure compliance with the safety norms on roads. RTO checks the validity of the PUC (Pollution under Control) certificate, valid driving license and validity insurance certificates. It also inspects accidental vehicles to ensure that the vehicles are fit to apply on road again.

Environmental Safety
Regional Transport offices implement conversion LPG (Liquefied Petroleum Gas) or CNG (Compressed Natural Gas) conversion from diesel or petrol to keep pollution under control and safeguard the environment. It also implements a testing centre for all the pollution under control centres of Maharashtra.

Safety Measures on Road
Maharashtra RTO create awareness among the public of the safety measures to be followed on road and encourage the public to follow the measures by taking various initiatives.

Fees of RTO Maharashtra

While registering a vehicle, the owner needs to pay a registration fee to the RTO. If the registration process is done by the dealer, the dealer may charge the registration fee along with the actual cost of the vehicle. The charges for various types of RTO fees in Maharashtra are as follows:

Frequently Asked Questions on RTO Maharashtra

There are 50 RTOs in Maharashtra, each in a different district.
For renewing the license, the fee is Rs.416. However, if you do not renew the license within the grace period, an additional fee of Rs.1000 would be payable.
You can register your car in Maharashtra RTO either by visiting the RTO yourself or by seeking the help of an agent. When you buy a new car, the dealers also get your car registered on your behalf. You would have to fill up a form and submit the relevant documents along with the registration fees to get the car registered.
Yes, the Maharashtra RTO allows individuals to appear for the learner’s license test online from home. So, you can take the test from home. You would, however, have to provide your Aadhaar number and undergo an Aadhar-based authentication for taking the test.
