Gujarat, located on the western coast of India, is the fifth-largest Indian state by area. There are 38 Regional Transport offices in Gujarat, including RTO and ARTO, in different locations. Gujarat RTO is responsible for various duties, such as implementing various provisions under the Motor Vehicles Act, policy-making, monitoring, coordination and other regulatory functions related to the state's transport system. In addition, road tax collection, vehicle registration, issuance of driving licenses and many other online and offline functions are carried out by Gujarat RTO.

How to Register Vehicles at RTO Gujarat

A vehicle must be registered with the RTO Gujarat following the Motor Vehicles Act of 1988 before it can be utilised for local public transit.

    Below are the following steps for vehicle registration in RTO Gujarat:

    • Visit the office of the local Regional Transport Department with your new vehicle that you want to register

    • Duly fill and sign Form 20 which is the form for application for new vehicle registration and submit the form with other relevant documents

    • RTO Superintendent would scrutinize and inspect the document

    • Then pay the required registration fees and tax on the cash counter

    • The inspector of the motor vehicle would inspect your vehicle before providing the registration certificate

    • The respective RTO office would enter the data of the vehicle in the central database which would be verified by the superintendent of the RTO

    • The registration would be done and approved by the Assistant Regional Transport Officer

    • The RTO office would then initiate the smart card process and deliver it to the applicant at the mailing address by post.

List of documents required for Vehicle Registration at RTO Gujarat

    Here is the list of the documents required for registering your vehicle at Gujarat RTO. However, before arranging these documents, have a motor insurance policy for your vehicle.

    • Form 20: form for registration of the new vehicle

    • Form 21 Sales Certificate

    • Form 22 A, or the road witness certificate of the manufacture of the vehicle

    • Form 60 or PAN card of the vehicle owner

    • Form 28 Financer's no-objection certificate in case of vehicle purchased on loan

    • As per the Supreme Court's order, it is now mandatory for people buying a car to purchase a third party car insurance with a three-year policy tenure. On the other hand, a 5-year third party bike insurance policy is compulsory for new two-wheeler registration. However, suppose a bike owner opts for a comprehensive two wheeler insurance policy, we offer package cover with one year of own damage and five years of third party cover. If a person opts for a comprehensive car insurance policy for a private car, we offer a bundled policy of one year of own damage and three years of third-party cover.

    • Resident proof of the owner and passport-sized photographs

    • Customs bills for imported vehicles

    • Purchased invoice for the vehicle

    • Passport size photographs of the applicant

    • TCR and TCA forms for vehicles purchased for commercial purposes

    Payment of application fees

    Proof of  payment of entry tax for vehicles purchased outside Gujarat.

Functions of Gujarat RTO

Gujarat RTO's primary function is to ensure that the people strictly adhere to the laws and regulations prescribed under the Motor Vehicles Act of 1988. In addition, RTOs in Gujarat have the significant function of enforcing the Motor Vehicles Act and Maharashtra Motor Vehicle Rules. It also provides other functions, which are listed as follows:

Revenue Collection
Several cars are subject to a government-imposed road tax that all vehicles must pay. The tax rates vary depending on the size and type of vehicle. These charges are referred to as motor vehicle taxes. It is under the control of the pertinent RTO in that region. RTO also collects payments for International Multipurpose Vehicles (IMV). There are additional expenses for cases involving departmental action.

Issuing Licenses
Drivers receive driving licences from the RTO. The RTO administers driving exams to compile all pertinent data about the motorist. The allowed class of vehicles is verified. A learner's permit, permanent permit, business permit, or international driving permit are all issued by the RTO. It deals with licence renewal and issuing duplicate licences.

Environmental Norms
The RTO can assess how successfully it can manage environmental issues by tracking the pollution produced by vehicles on the road. The RTO then issues each vehicle's Pollution Under Control (PUC) Certificate. Finally, it looks at the general state of the machinery and vehicle.

Road Safety
RTO ensures that all motor vehicles follow the law and do not exceed the speed limit set. It ensured that everyone complied with the traffic safety regulations. It ensures that drivers follow the Motor Vehicles Act to eliminate unnecessary risks. The RTO also tracks whether each registered vehicle has third-party liability insurance. It may consequently revoke the driver's licence or the registration for the car if it is discovered that they are without a motor insurance policy.

Maintenance of
Database of Vehicles
Gujarat RTO maintains the database of the vehicles registered with them, along with the owner's details. It also maintains all the details of the transfer of registration to other states and the renewal of certificates and licenses.

Conducting Scrutiny of
Vehicles at the Checkpoints
RTO Gujarat conducts scrutiny of vehicles at necessary checkpoints to ensure compliance with the safety norms on roads. RTO checks the validity of the PUC (Pollution under Control) certificate, valid driving license and valid motor insurance certificates. It also inspects accidental vehicles to ensure they can run on the road again without any threat.

Issuance of Permits
Suppose your vehicle is registered in one state, and you want to take your vehicle to another state or union territory for a short period without transferring your vehicle registration. In that case, you can apply for a permit with Gujarat RTO. It can issue national permits for commercial vehicles which carry goods from one state to another within India. Commercial vehicles also require permits from RTO for carrying goods from one place to another within a state. RTO Gujarat also permits school and chartered buses and other passenger-carrying vehicles such as rental cabs, taxis, auto-rickshaws, e-rickshaws, etc. It also issues all-India tourist permits and other temporary permits.

Vehicle Services
RTO Gujarat oversees all the vehicle-related functions and operations in the state. It issues temporary registration numbers, permanent registration certificates, transfer of ownership of the vehicle, change of details in registration certificate such as an address, state, and name, and issuing duplicate registration certificates, among other services. RTO Gujarat also records any hypothecation, lease, or higher purchase agreements if the vehicle is purchased on loan. It also provides various certificates, such as a no-objection certificate for transferring the vehicle from one state to another and a fitness certificate stating that the vehicle is eligible to ply on the roads of Gujarat and meets all the norms under Pollution Control.

Fees of RTO Gujarat

While registering a vehicle, the owner needs to pay a registration fee to RTO Gujarat. If the dealer does the registration process, the dealer may charge the registration fee along with the actual cost of the vehicle. The charges for various types of RTO fees in Gujarat are as follows:

Frequently Asked Questions on RTO Gujarat

There are 38 Regional Transport Offices in Gujarat, including RTO and ARTO, spread throughout the state.
If the application for renewal of the driving license is made before the expiry of the grace period, then the fee for license renewal in Gujarat RTO is ₹200. However, the cost for license renewal in Gujarat RTO for applications made after the expiry of the grace period is ₹300.
Applications for vehicle registration are accepted by the RTO both offline and online. Form 20 and the required documentation can be submitted online at rtoahmedabad-vahan.nic.in/xdealer/other/index.php. A certificate of vehicle inspection must accompany the application. A car may be inspected by the RTO or any authorised dealer in the state. The applicant is also required to pay the relevant application fee.
Since August 2021, applicants for a learner's license are not required to take the test at the Regional Transport Office or any other testing location. The road transport department has decided to move online and let applicants take the test using a desktop or mobile application.
Following 30 days of possession of a learner's permit, applicants are qualified to apply for a permanent driving permit. Your driving licence will be mailed to you within two to three weeks of completing the driving test.
