Japan Raises Visa Fees Sharply and Introduces Online Pre-Arrival Screening

Japan has enacted major changes to its immigration rules. On May 29, 2026, parliament approved revisions to the Immigration Control Act that dramatically raise visa and residence permit fees while introducing stricter pre-arrival checks.
Current fees for extending stays or changing residence status (around 6,000 yen (≈ ₹3,300)) will increase substantially, with new legal caps set at 100,000 yen (≈ ₹55,000). Permanent residency applications, previously capped at 10,000 yen (≈ ₹5,500), could now reach up to 300,000 yen (≈ ₹1,65,000). The government aims to align fees with international standards and cover rising administrative costs.
Additionally, Japan will roll out the Japan Electronic System for Travel Authorization (JESTA) by fiscal 2028. This online system will require pre-screening for visitors from visa-exempt countries, similar to the US ESTA, to enhance security and prevent entry by undesirable individuals.
The changes will affect tourists, long-term residents, and workers. Travelers should stay updated on exact fee implementations expected later in 2026.
