Keep legal hassles at bay, get NOC for your bike!

The coronavirus pandemic and the subsequent lockdown imposed to stop its spread saw the economy taking a hit. Because of this, there were many layoffs and thousands of people moved back to their hometowns. But the festive season brought some joy and notification about vacancies began to spring up. This meant a lot of people switching cities for the new job opportunity. In all this, the bike owners had to transport their two-wheelers from one city to another. Well, for those who aren’t aware of it, a No Objection Certificate (NOC) from your Regional Transport Office (RTO) is needed when doing so. Here is a complete guide to NOC.

1. Why is NOC Needed for Bike?

This is done to ensure that the two-wheeler and its owner adhere to the standards and provisions as mentioned in the Motor Vehicles Act 1988 and  The Central Motor Vehicles Rules 1989 . The NOC for a bike is a document through which you can de-register with your original RTO and re-register with the RTO of the place you are moving to.

This procedure helps RTOs across the country maintain the record of two-wheeler owners and their vehicles’ excise duty payment, pollution control standards, emission standards, etc. In the absence of NOC, you are likely to be fined and can even face cancellation of driving license.

2. How to Apply for NOC for a Bike?

  • Submit the application form for NOC at your current RTO along with Form 27 and Form 28.

  • If your scooter or bike was bought via loan/EMI, you need to procure a NOC from that financier as well.

  • You may obtain a NOC from your local police station and the traffic department in case you wish to speed up the process.  

3. What are the Documents Required to get NOC for a Bike?

Along with your application form, you would need to submit an attested copy of the existing registration certificate (RC) of your bike, original copy of the bike insurance policy, road tax or excise duty receipts, photocopy of Pollution under Control (PUC) certificate, a pencil impression of the entire chassis number, and signature Identification of owner.  

Now if your bike is on loan, you would have to submit NOC from the financier as well. For this, you have to submit an application letter detailing the reason for your relocation. Attach documents like an appointment letter, job transfer letter, residential proof in the new location, as a proof of your transfer claim.

Once you submit all the required documents and pay the application fee, the process would be initiated by your RTO. The validity of the NOC is 6 months and once it expires, you won’t be able to re-register your vehicle with a different RTO.

4. Is NOC required for bike transfer in another state?

Yes, NOC for a bike is needed when a person moves from one state to another for a period of more than one year along with the bike. Just like you must get your new bike registered with your RTO, similarly, you need to get a NOC from there. However, if you will return within 12 months, you don't need a NOC.  

5. Can we take NOC online?

Much to your delight and convenience, yes you can. You would have to visit the online portal ‘Parivahan’ under the Ministry of Road Transport and Highways, fill in your bike’s details, and apply for the NOC. You will also get the option to upload the documents and pay the fees. You can then save the application form and the acknowledgement receipt. Next, you would have to submit the application form, the acknowledgement slip, and other required documents in-person to your RTO.

Conclusion

When you move to another city, you have hundreds of things on your mind. But getting the No Objection Certificate ( for a bike is equally important as without it you may have to face legal difficulties. Also ensure your bike insurance is in place. If not, buying two wheeler insurance online is a good option as you can choose the plan that meets your requirements.
