• Step 1:

Go to the official website of Parivahan Sewa managed by the Ministry of Road Transport and Highways.

• Step 2:

Click on the ‘Online Services’ tab on the home screen. Choose ‘Driving Licence Related Services’ from the drop-down menu. You will be redirected to the Sarathi Parivahan portal.

• Step 3:

On the home page, under the state section, choose ‘Goa’ from the drop-down menu.

• Step 4:

Tap on ‘Apply for Learner Licence.’

• Step 5:

Mention the category you belong to. You can choose from OCI, diplomat, repatriate, foreigner, refugee, general, divyang, and ex-serviceman.

• Step 6:

Choose either Aadhaar authentication or proceed without Aadhaar.

• Step 7:

If you opt for authentication without Aadhaar, share your contact number and type the Captcha code.

• Step 8:

Input the OTP and the new Captcha code, and tap on the ‘Submit’ tab.

A new webpage will appear on your screen. Select your ‘RTO Office’ and complete your personal details. Once done, choose the vehicle class you intend to use and complete the declaration form.

Enter the new Captcha and click on ‘Submit.’

Select the date and time for the computerised multiple-choice questions test.

Visit the test centre with your original documents and their photocopies. Complete the biometric capture and verification process. Clear the test with at least 60% marks.

How to Apply Offline for a Learner’s Licence in Goa

Here is how you can get a learner's licence in Goa offline:

Go to your nearest Regional Transport Office (RTO) in Goa during working hours.

• Step 2:
Request Form 2, fill it out, attach your passport-sized photograph, and submit it with the necessary documents.
