New Car Registration Process

As easy as it may seem, some of the dishonest car dealers turn to make a business out of this paperwork completion procedure through illegal means and charge additional charges for it. But, you need to stop worrying about it from now on. RTO has clearly defined the revised set of documents that you will require to complete the registration process. In this article, we will focus on the revised RTO checklist, the means of registering your vehicle, so that you can complete your car’s registration process by yourself, without the involvement of the brokers, charging extra money. Necessary Documents Necessary for Vehicle Registration in 2022:

Before proceeding, you must ensure to possess the following documents with you.

1. Invoice:

You have to keep in your possession both the retail invoice, as delivered to you against the car and the manufacturer’s invoice which the concerned authorities have billed to the dealer against the mentioned chassis number. If you are willing to opt for self-registration, ask your dealer for both these copies before the registration process.

2. Sale Certificate (RTO Form 21):

RTO Form 21 is termed as the Sale Certificate. As per the current RTO norms, it is compulsory to submit the Sale Certificate. It contains the vehicle details, including its model, make manufacturer, month, year of manufacturing, invoice amount, etc. Before the delivery of your vehicle, ask your dealer to hand over the Sale Certificate.

3. Road Worthiness Certificate (RTO Form 22):

RTO Form 22 is termed the Road Worthiness Certificate. It depicts that the concerned vehicle abides by the safety, pollution certificate and the current roadworthiness standards. Your vehicle does not require any PUC for one year from the date of registration. If you opt for self-registration, ensure to collect from your dealer beforehand.

4. Insurance :

If your dealer does an insurance policy, then you will need the car insurance policy, mentioning the matching chassis number, engine number, name, address, make, model of the car as per the details mentioned in the invoice. You must acquire it from the car dealer or get it by yourself through certain digital means.

5. Adding Loan HP (RTO Form 34):

This is not a mandatory document; it is only required if the concerned vehicle is bought on finance. RTO Form 34 is the form of loan hypothecation. Under such circumstances, this form must be additionally filled and duly submitted. It requires the authentic stamp and the signature of the concerned banker. Your car dealer can assist and guide you in the process.

6. Vehicle Registration Form (RTO Form 20):

RTO Form 20 is the Vehicle Registration Form. This is a very essential document, and you have to a filled-in copy of the same along with:

● A copy of the Temporary Registration Certificate, which remains valid for 30 days.

● Authentic ID and address proof as per the list followed by the RTO. You must remember that a rent agreement is not considered valid proof in most of the Union Territories and states.

● Some RTOs also require a pencil imprint of the chassis on a plain paper.

You must remember that in the case of self-registration, the concerned dealer needs to do the Temporary Registration, which remains valid for only 30 days. This Temporary Registration requires to be applied in.

If you have bought your car in one state and registered it in another state, you need some more documents along with the ones mentioned above:

● IGST Bill:

This is different from CGST, but rather Inter-State GST. This invoice must mention all the essential relevant factors including your name, address, vehicle details and state of purchase.

● Valid address proof and identity proof:

PAN Card is considered as the authentic identity proof across the country for any sales deed above INR 50000.

The valid identity proof as accepted by RTO includes

● PAN Card (this is compulsory);

● UID Aadhaar Card, for both address and identity proof;

● Voter ID card (address and identity);

● Valid passport (address and identity);

● State government identity proof;

● Driving licence (identity proof).

The list of documents considered as valid address proof includes Utility Bill (water/electricity); election card; valid passport copy; UID Aadhaar copy; bank account statement of any nationalised bank with at least 6 months banking; copy of the ration card, mentioning the concerned name; LIC certificate copy with a policy vintage f art least 6 months; property registration papers; BSNL/MTNL telephone bills. In the case of rental property, you will need a registered rent agreement + police NOC + landlord NOC + landlord utility bill. If the employer belongs to any PSU, state government organisation or government undertaking, then confirmation address proof is required from the employer.
