Paperless RTO Process to Renew License during Lockdown

Lockdown coincided with an expired driving license - Let that not alter the RTO process

The lockdown borne out of the COVID-19 pandemic has disrupted our lifestyles. However, not all disruptions are harmful. Take digital disruption, for instance. In current times, digitalization has been a major transformation in both, private and government sector. The latest digital acquisition in the government sector has been the regional transport offices (RTOs) that are all set to go 100 per cent paperless. Let's see how it all panned out.

Paperless RTO

In an effort to ease access to RTOs and their services, the Ministry of Road Transport and Highways (MoRTH) announced the availability of specific RTO services online. The Ministry, in its circular, said that services relating to driving licenses could now be availed completely online with zero paperwork involved. Post the voluntary Aadhaar authentication; the users can avail services including:

  • Change of address in driving license and certificate of registration

  • Issue of international driving permit

  • Surrender of a class of vehicle from license

  • Application for temporary registration of a motor vehicle

  • Application for registration of the motor vehicle with a fully built body

  • Application for issue of duplicate certificate of registration

  • Application for grant of No Objection Certificate (NOC) for the certificate of registration

  • Notice of transfer of ownership of the motor vehicle

  • Application for transfer of ownership of the motor vehicle

  • Intimation of change of address in the certificate of registration

  • Application for registration for driver training from the accredited driver training centre

  • Application for registration of motor vehicle of a diplomatic officer

  • Application for assignment of fresh registration mark of a motor vehicle of a diplomatic officer

  • Endorsement of hire-purchase agreement

  • Termination of hire-purchase agreement

In the wake of the COVID-19 pandemic and ensuing lockdown, the Ministry aims to provide respite to applicants by eliminating the need for them to visit a local RTO. This move is beneficial to reduce foot traffic in enclosed spaces, maintain social distancing, and overall boost the efficiency of the RTO offices.

How can you avail of online RTO services?

The RTO services can be availed by visiting the official portal of the Ministry of Road Transport and Highways (MoRTH). You can select your respective state and the services you wish to seek. Further to your selection, you will be guided to the information and documentation required, and once that is completed, you must click the submit button.
